THE CITY OF 11 <br /> -•• ••' r' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON,, <br /> September 3, 2019 <br /> Finance <br /> Operations Services <br /> TITLE: APPROVE AGREEMENT WITH RAFTELIS FINANCIAL CONSULTANT, INC <br /> FOR WATER AND SEWER RATE CONSULTING SERVICES <br /> SUMMARY <br /> In October 2015, the City increased the water and sewer rates following a <br /> comprehensive rate analysis. Per Proposition 218, the City is required to review these <br /> rates a minimum of every five years. As a result of this, in May 2019 staff sent out a <br /> request for proposal (Request for Qualifications) for water and sewer rate consulting <br /> services. Staff received five responses (Proposals) to the Request for Qualifications and <br /> interviewed two out of the five firms. Based on the evaluation criteria in the RFQ and the <br /> interviews, staff has determined that the most qualified firm is Raftelis Financial <br /> Consultants, Inc. Staff is recommending that the Council authorize the City Manager to <br /> sign a professional services contract with Raftelis, Inc. in an amount not to exceed <br /> $104,930. In addition, staff recommends that City Council authorize the City Manager to <br /> modify the contract for up to $10,493 or 10 percent of the contract. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to (1) enter into a contract with Raftelis, Inc. in <br /> an amount not to exceed $104,930 and (2) modify the contract for up to $10,493 or 10 <br /> percent of the contract. <br /> FISCAL IMPACT <br /> The Water and Sewer Funds' FY 2019/20 budget include a total of $120,000 to fund the <br /> water and sewer rate studies. <br />
