Raftelis will review the City's miscellaneous fees related to water and sewer and recommend any <br /> appropriate changes. The examination will include a review of the methodology and calculations <br /> used in determining the current fees. We will discuss with staff the necessary employee <br /> involvement and supplies or equipment used in providing current services to determine if the <br /> fees are adequately recovering the cost of each service provided. Raftelis will utilize the City's <br /> Cost Allocation Plan to develop the fully burdened hourly rates for fee calculation. Next, we will <br /> develop an adjustable fee calculator or model that incorporates these factors. The model can be <br /> used in the future to update the miscellaneous fees. <br /> Meetings: One webinar with City staff <br /> Deliverables: One miscellaneous fees calculator in Microsoft Excel <br /> Task 6: Public Outreach <br /> After the rates are calculated, we will assist the City in conducting public meetings prior to the <br /> public hearing. Our Public Relations team will develop communication materials (press releases, <br /> FAQs, fact sheets, etc.) to aid in garnering public understanding and support of the proposed <br /> rates and recommendations. We will attend these meetings to answer any questions related to <br /> the rate study. <br /> Meetings: Two public meetings <br /> Deliverables: Presentation materials for public meetings <br /> Task 7: Report Development <br /> The draft report will include an executive summary highlighting the major issues and decisions <br /> reached during development of rates for all three utilities. The main body of the report will <br /> include a brief physical description of each utility system, service area description, an overview <br /> of O&M expenses, the capital improvement plan, debt service, and the proposed revenue <br /> adjustments and rates.The water, recycled water, and sewer cost of service and rate calculations <br /> will be described in detail so that the nexus between costs and rates is clearly defined. City staff <br /> members and the City's Attorney will provide comments on the report. After incorporating any <br /> final edits and receiving confirmation from City staff, Raftelis will provide the final report. It will <br /> serve as the administrative record of the rate study in fulfilment of Proposition 218 requirements. <br /> Meetings: One webinar to discuss draft report comments <br /> Deliverables: Draft and final reports in Microsoft Word and PDF formats <br /> Task 8: Rate Adoption <br /> In early March 2020, Raftelis will meet with City Council to present the study results with the <br /> proposed rates for Council approve to issue the Proposition 218 notice. As part of this task, <br /> Raftelis will assist the City in preparing the Proposition 218 notice. Raftelis will then attend and <br /> present at a Proposition 218 hearing, scheduled for April 21, 2020, in which we will address the <br /> City Council and public questions and comments.
