In order to determine the appropriate increase to Windsor and Bonde Ranch LMDs, <br /> SCI, in conjunction with City Staff, will need to analyze the two LMDs so as to at a <br /> minimum: <br /> • Understand the requirements as dictated in the original development entitlement <br /> process <br /> • Conduct public outreach to understand the expectations of those that currently live <br /> within the boundaries of each LMD <br /> • Develop a work plan and budget for the resulting annual maintenance for each LMD <br /> • Prepare a capital replacement plan and the required budget to implement the <br /> replacement plan for each LMD <br /> It is expected that this process will involve at least two meetings with the residents of <br /> each LMD. When complete, the assessment amount required to fund the annual work <br /> plan and capital replacement plan will be proposed to each LMD in the form of a <br /> Proposition 218 compliant ballot.
