Page 4 <br /> Quality Assurance and Quality Control <br /> We take great pride in our levy administration process and our stringent quality control and oversight <br /> to ensure the accuracy of the levies. Each year for every special levy, we run over 50 checks and <br /> validation queries on each parcel so any parcels that may require additional research can be identified, <br /> researched and determined. <br /> After the preliminary levies have been determined by the levy administrator, another levy <br /> administrator will perform a complete independent peer review and audit, including a parcel-by- <br /> parcel confirmation of the levies. Prior to finalizing the levies, a manager will perform another full <br /> round of quality assurance and review. These multiple stage reviews and quality assurance steps are a <br /> key element in SCI's proven ability to ensure and maximize levy revenues for our clients. <br /> Levy Submittal and Confirmation <br /> Once the special levies have been internally approved,SCI prepares the final levy rolls for submittal to <br /> the County Tax Collector. SCI will meet the Tax Collector's levy roll submission requirements and <br /> provide them the necessary documentation for inclusion of the special levies on the County's <br /> consolidated property tax bills.We have never missed an assessment submittal deadline. Additionally, <br /> electronic levy rolls sorted by Assessor Parcel Number and Property Owner's Name will be prepared <br /> and submitted to the City. Upon receipt and approval of the levies, SCI will receive written <br /> confirmation of the approval and communicate the confirmation to the City. <br /> Upon request, SCI will also develop and make available to the City an Internet based website or <br /> computer program that will allow City staff to quickly locate parcel data by owner name, parcel <br /> number,street address or other criteria. <br /> Inquiries and Information Requests <br /> SCI will coordinate with the County Tax Collector for our taxpayer inquiry line (800) 273-5167 to be <br /> placed alongside the levy amount on the tax bill so property owners,title companies,etc.,can directly <br /> contact us throughout the year with questions regarding the levies. Our representatives are fluent in <br /> English/Spanish, and calls are returned within 24 hours. SCI will represent the City professionally and <br /> minimize any inconvenience to the inquiring taxpayer and the City. <br /> 2.)RECOMMENDATIONS <br /> SCI will evaluate and make recommendations on addressing funding, and potentially prepare <br /> documents for consideration of(1) Parcel Annexations;(2) Reorganizations;and(3) Dissolution. <br /> The City would take the lead on developing the preliminary maintenance cost estimates for the two <br /> LLMDs, 1993-1 Windsor and 1993-2 Bonde Ranch, and SCI will assist the City in refining the costs <br /> estimates and preliminary budgets taking into account the community outreach, public feedback and <br /> maintenance requirements. <br /> 3.)PUBLIC OUTREACH <br /> Clear, concise and appropriate educational outreach is one of the most important elements for a <br /> successful ballot outcome. If the community is adequately informed about the issues, and the <br /> messaging and approach are based upon extensive experience with other successful property owner <br /> and voter ballot measures,the City's proposed assessments will have good prospects for a successful <br /> outcome. SCI's unparalleled track record of success is, in large part,due to our extensive expertise in <br /> this area. <br /> SCI would offer to assist the City with outreach efforts to ensure the property owners are adequately <br /> informed about the assessment ballot proceedings and the proposed services and improvements in <br />
