City Council approved an agreement with FCS-Brandman for a fifth CEQA addendum <br /> (for the Summerhill Homes project) as a sole source provider. And in May 2016, the City <br /> entered into an additional sole-source Professional Services Agreement to prepare a <br /> sixth addendum (for the Irby Ranch project) with the same firm, now known as First <br /> Carbon Solutions, also on a sole-source basis. <br /> Staff now desires to utilize the services of FCS as a sole source provider to prepare the <br /> addendum for the Stoneridge Mall Housing project. Staff believes that securing the <br /> firm's services for this project would be to the City's advantage in that this firm is already <br /> familiar with the tasks required to prepare this document; already has background and <br /> technical data regarding the Stoneridge Mall Housing site on-hand; and has <br /> successfully prepared high-quality addendums for six other similar projects. In addition, <br /> FCS would utilize the services of Hexagon Transportation Consultants, who is one of <br /> the City's existing on-call traffic consultants, to prepare the required traffic study for <br /> inclusion in the addendum. <br /> The anticipated cost for this project is approximately $93,275 which includes a 10 <br /> percent contingency for general environmental work and a 20 percent contingency on <br /> the traffic study.
