Evaluation of Background plus Project Conditions. Project-generated traffic will be added to <br /> background traffic volumes to produce background plus project traffic volumes. Background plus project <br /> conditions will be evaluated and compared to background conditions to determine any near-term project <br /> impacts.Vehicle queues will be estimated for high demand movements where the project would add <br /> substantial traffic. Impacts to pedestrians, bikes and transit service will also be analyzed. <br /> 7. Evaluation of Cumulative Conditions (without the Project). Cumulative traffic volumes will be <br /> obtained from the City of Pleasanton based on the City's Synchro model. Volumes at signalized <br /> intersections will be extrapolated to nearby unsignalized intersections, as needed. Cumulative <br /> volumes will be checked for reasonableness and accuracy. Planned improvements to study locations <br /> will be included in the evaluation of cumulative conditions <br /> 8. Evaluation of Cumulative Conditions with the Project. Project-generated traffic will be added to <br /> cumulative traffic volumes to produce cumulative plus project traffic volumes. Cumulative conditions with <br /> the project will be evaluated relative to cumulative conditions(without the project)to determine any <br /> cumulative project impacts. <br /> 9. Site Access, Circulation and Parking.A site circulation and access review will be conducted to <br /> determine the adequacy of the proposed site plan in accordance with generally accepted traffic <br /> engineering standards. This will include a quantitative analysis of the anticipated traffic volumes at <br /> the site's access points on Stoneridge Mall Road, as well as a qualitative analysis of the internal <br /> circulation system and parking layout, such as aisle widths, and dead-end aisles. The analysis will <br /> consider the adequacy of the site plan for passenger vehicles, bikes, pedestrians, and delivery <br /> trucks. The two main access driveways on Stoneridge Mall Road will be evaluated for sight distance, <br /> queuing, spacing, and safety. A qualitative analysis will be performed to assess the effects of the <br /> project on the recirculation of traffic in the surface lot and travel ways adjacent to the site. The <br /> analysis will also reflect the impacts of future traffic flowing through the project site due to the <br /> retail/entertainment uses planned directly to the north. The proposed residential parking supply will <br /> be evaluated for compliance with city code. The analysis will also confirm that the project provides in <br /> the proposed garages on site a supply of commercial parking equal to or greater than the existing <br /> supply of commercial parking displaced by the project. <br /> 10. Description of Impacts and Recommendations. Based on the results of the level of service <br /> analysis, the site circulation, site access and parking reviews, and the evaluation of bicycles, <br /> pedestrians and transit, any project-related impacts will be identified and described. <br /> Recommendations will be formulated that identify the locations and types of improvements or <br /> modifications necessary to mitigate significant project impacts. <br /> 11. Reports&Meetings. Our methods, findings, and recommendations will be summarized in a report <br /> including text, tables, and graphics. Hexagon Transportation Consultants will respond to editorial <br /> comments, prepare a Final Report, and submit the number of copies requested. The fee estimate <br /> includes attendance at one meeting with project staff in connection with this project. Hexagon will <br /> attend additional meetings, if requested, on a time and expenses basis. This scope of work includes <br /> up to 4 hours of time to respond to CEQA comments. <br /> To complete the analysis, we require from the City of Pleasanton: <br /> • the latest existing, background (existing plus approved), and cumulative Synchro files for the AM <br /> and PM peak hours, <br /> • the traffic impact study that was completed for the planned retail/entertainment uses north of the <br /> site. <br />
