be in the amount set forth in a fee schedule adop- ted by resolution of the City Council. Such fee shall be doubled where work for which a permit is required by this Code is started or proceeded with prior to obtaining said permit. The payment of such double fee shall not relieve any persons from fully complying with the requirements of this Code in the execution of the work nor from any other penalties prescribed by Ordinance." 3. Section 303(b) is amended to read as follows: "Section 303(b) Plan Checking Fees. At the time of submitting plans and specifications with the appli- cation for a building permit, a plan checking fee, in addition to the building permit fee, shall be paid to the City. The plan checking fee shall be equal to one-half of the building permit fee." 4. Section 1711(b) is hereby amended to read as followS: "Section 1711(b) Shower Areas. Shower areas in Groups A through I shall be finished as specified in Subsection (a) to a height of six feet (6'). Materials other than structural elements used in such wall shall be of a type which is not adversely! affected by moisture" . 5. Section 1601(a) is amended to read as follows: "Section 1601(a) Fire Zones Defined. For the purposes of this Code, the entire City is hereby declared to be and is hereby established a Fire District and said Fire District shall be known and designated as Fire Zones One, Two and Three. Fire Zone One shall include the area bounded by Main Street, Division Street, a line parallel to and 250 feet westerly of the centerline of Main Street and a line parallel to and 100 feet northerly of the centerline of Division Street. Fire Zone Two shall include the area bounded by the Arroyo del Vail% the Southern Pacific Company railroad right-of-way,! a line parallel to and 250 feet west of the center-~ line of Main Street excepting therefrom Fire Zone One. Fire Zone Three shall include all areas of the City now existing or included in future annexa-] tions, which are not included in either Fire Zone One or Two." 6. Section 4401 is amended by adding language as fotlo~s: "Any use of public property as outlined in this chapter requires the builder to obtain an encroach-i ment permit prior to such use and is subject to thei approval of the Director of Public Works. The con-j ditions of said permit may delete, add to or modify any of the conditions of this chapter." Additions. 1. Section 303(c) is hereby added to the code to read as follows: "Section 303(c) Inspection Fees.
