( N TJ KM VISION THAT MOVES YOUR COMMUNITY August 19, 2019 Summer Ireifej Chief Administrative Officer 1450 North Benson Avenue, Suite A Upland, CA 91786 Subject: Driveway Design for Shell/7-11 Upgrade Project at 3720 Hopyard Road Dear Ms. Ireifej: Introduction At your request, TJKM Transportation Consultants has examined the proposed access features for the Shell /7-11 complex to be located at the southwest quadrant of Hopyard Road and W. Las Positas Road in Pleasanton. Both of these businesses have been located at this intersection for several decades, but they were on separate parcels with separate driveways. Currently, to drive from Shell to 7-11 requires using two separate Hopyard Road driveways. The two parcels are now being combined and the three Hopyard Road driveways serving the two business are being consolidated into two driveways. Proposed Site Changes The existing Shell attendant building and garage are being removed and replaced with an upgraded 7-11. Shell transactions will be handled in the 7-11 building. These changes will consolidate the operations of the two business and should simplify and enhance the customer conveniences. The gasoline services are also being upgraded to modern pump islands with 12 fueling positions instead of the current eight fueling positions. A self- service car wash will also be provided. W. Las Positas Blvd.Access The combined parcel proposes to have three access points, one on W. Las Positas Boulevard and two on Hopyard Road. The driveway on W. Las Positas Boulevard will be relocated ten feet to the east and will be widened from the existing 30 feet to 35 feet. The main reasons for this shifting and widening are to allow for circulation of exiting car wash vehicles, to allow smoother operation of vehicles entering the site, particularly if there is a vehicle exiting at the same time. This wider driveway also facilitates circulation of gasoline delivery trucks, who will exit the property at this location. Northern Hopyard Driveway The northern driveway on Hopyard Road primarily serves inbound gasoline customers as well as inbound gasoline delivery trucks.The underground fuel tanks remain in their present location, meaning the gasoline delivery trucks will continue to use current patterns to enter and leave the site as well as when they are transferring the gasoline from the trucks to the underground tanks.This driveway remains at 35 feet.
