The <br /> Project site has adequate vehicular access from Hopyard Road and W. Las Positas <br /> Boulevard. The proposed uses would not generate a substantial increase in peak <br /> hour trips thereby limiting impacts on the surrounding uses and the local roadway <br /> network. Additionally, the proposed Project would have the needed parking for <br /> patrons and employees. To help reduce noise levels, the proposed Project will be <br /> required to meet the recommendations identified in the noise assessment prepared <br /> by Illingworth & Rodkin, Inc. including the proposed carwash dryers and vacuum <br /> units utilizing quieter systems to ensure compliance with the City's Noise <br /> Ordinance.
