Mayor Thorne noted there were no speaker to address this item. <br />Councilmember Pentin thanked City staff for their dedication and making sure that other cities <br />know that Pleasanton is supporting them in their legislative efforts. Councilmember Brown also <br />thanked City staff for their hard work. Councilmember Narum noted the Tri -Valley Transportation <br />Commission voted to reduce ADU fees to zero and to have it in place by September 30 to support <br />the creation of more ADUs. She also thanked the staff for their hard work. <br />In response to Councilmember Testa's inquiry, Mr. Fialho noted the City is challenged with <br />nuance positions and City Council needs to provide the direction to staff. He advised that a policy <br />can be created to bring that responsibility to the Mayor which also has its challenges. He <br />recommends that the Mayor write a letter on his own behalf to get a position letter to Sacramento <br />quickly while the process continues by staff for the formal City position letter. He also noted a <br />special meeting of the City Council can be called to address a bill quickly. <br />MOTION: It was m/s by Pentin/Narum to approve staff recommendation to amend positions on <br />AB 1483 (Grayson) and SB 330 (Skinner) from "Oppose unless amended" to "Oppose' and <br />amend position on AB 723 (Wicks) from "Oppose unless amended" to no position and establish <br />the City's position on additional housing and non -housing bills as presented in agenda report. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br />Noes: None <br />Absent: None <br />22. Adopt a resolution amending the Master Fee Schedule for Library fees to reflect a new materials <br />recovery model <br />Director of Library and Recreation Heidi Murphy presented a PowerPoint presentation regarding <br />the Library Materials and Recovery Policy proposal. She noted that according to a national study <br />it was determined that fines and fees create barriers to information for low-income families. <br />Additionally, the value and impact of library fines do not create a clear benefit in administering the <br />policies. She noted the new model would open access, turn negative interactions into positive <br />interactions, and encourage residents to return materials to the library. <br />Ms. Murphy advised the program would create automatic renewals for customers. She reported <br />that any items not returned within 60 days after the final due date would initiate a block on the <br />account. Additionally, if the item is returned, the block is lifted and the fine reversed. <br />Ms. Murphy advised that eliminating Library Fees is a national trend and would cost the library <br />$40,000 in annual revenue. <br />In response to Councilmember Testa's inquiry, Ms. Murphy advised the fine on picture books is <br />$.25 per day. <br />In response to Councilmember Brown's inquiry, Ms. Murphy advised that replacement costs for <br />adult hardback fiction are approximately $26.50. Additionally, she noted that Pleasanton did <br />investigate the "Work off your fines" plan would create more work for staff. Councilmember Brown <br />expressed concern for the loss of revenue. Ms. Murphy advised the funding has already been <br />adjusted. She also noted the goal of the program is to create positive relationships with staff and <br />customers. <br />In response to Councilmember Narum's inquiry; Ms. Murphy advised that all current fines will be <br />eliminated except for charges for lost materials. <br />City Council Minutes Page 6 of 7 July 16. 2019 <br />
