BACKGROUND <br /> The Streets Division is responsible for managing the maintenance services agreement <br /> for sidewalk maintenance and repair. The Americans with Disabilities Act (ADA) of 1990 <br /> defines a 'trip hazard' or offset as any vertical change of over 1/4 inch or more at any <br /> joint or crack. As part of the annual ADA sidewalk maintenance program, the program <br /> focuses on one zone annually (out of a total of eight zones). Maintenance of the <br /> sidewalk offsets, include an assessment and repair by the contractor to meet the legal <br /> requirement. Precision Concrete Cutting repaired 1,255 sidewalk offsets in FY 2017/18 <br /> and 1,436 sidewalk offsets in FY 2018/19. <br /> DISCUSSION <br /> There are two main methods of repairing offsets; ramping and grinding. Ramping is the <br /> process of adding material to create a ramp over the offset to create a smooth and level <br /> transition. This method is very noticeable as the material will be different in look and <br /> color than the existing concrete. Grinding is the process of grinding down the offset to <br /> meet the legal requirements, however; this method leaves behind a rough finish. <br /> Precision Concrete Cutting has a patented method and equipment that slices the offset <br /> vertically to meet the legal requirements. This preferred method leaves a cleaner and <br /> smoother transition between the sidewalk panels. <br /> „ 1 vi,,,roto K......,/c, ) _ ____ <br /> _ „_,, __,44.,.. <br /> L - <br /> , . ,:. <br /> ,., <br /> ,.. ___ <br /> Ramp Grinding Precision Concrete Cutting <br /> The current as-needed contract for sidewalk maintenance expired on June 30, 2019. <br /> Precision Concrete Cutting has been the sole source contractor due to their patented <br /> method for addressing offsets in the sidewalk. A scope of work provided to Precision <br /> Concrete Cutting is detailed in Exhibit A of the Maintenance Services Agreement.
