BACKGROUND <br /> The Operations Services Department entered into an as-needed contract with Vivid <br /> Accent Painting in July 2019. As part of the downtown beautification projects, the re- <br /> painting of the streetlight poles on Main Street project was established. The project <br /> included the scrapping, priming, and re-painting 100 of the streetlight poles on Main <br /> Street from Bernal to Del Valle. <br /> Through an informal bid process, two out of the three contractors bid on the project, Ella <br /> and Vivid Accent Painting. The third contractor, D&D Painting declined to bid based on <br /> the project timeline and their availability.
