BACKGROUND <br /> The City of Pleasanton has an extensive pavement preservation program that annually <br /> resurfaces city streets. There are two main types of projects: an annual slurry seal <br /> project that installs an application of slurry seal used to rejuvenate pavement surfaces <br /> that are in good condition while extending the useful life, and an annual resurfacing <br /> project that reconstructs streets that are in poor to fair condition with a new layer of <br /> asphalt paving. <br /> On June 6, 2017, City Council awarded the Annual Slurry Seal of Various Streets <br /> Project, CIP No. 16504, to American Asphalt Repair & Resurfacing Company, Inc. for <br /> the low bid amount of $484,575. The project consisted of applying slurry seal coating to <br /> approximately 2,616,000 square feet of pavement on sections of 87 city streets. As part <br /> of the award, City Council also authorized the Director of Engineering to approve and <br /> execute changes orders up to a not-to-exceed amount of $50,000 (the remaining project <br /> budget) for unforeseen conditions discovered during construction. <br /> The project began construction in fall 2017, but due to an early cold snap and rain <br /> causing poor conditions for slurry seal installation, the project went into winter <br /> suspension. Work resumed in June 2018 and continued through July. During the 2018 <br /> slurry placement, hotter than anticipated weather occurred that caused some of the <br /> slurry seal material to remain soft and malleable longer than expected. Due to the <br /> material remaining softer longer than anticipated, normal vehicle traffic created <br /> excessive scarring and blemishing of the newly sealed street surfaces. The City and the <br /> contractor had numerous specialists review the streets and test the material because <br /> the material stayed malleable for so long. The results indicated that the material was <br /> within specification requirements, and the specialists recommended providing more time <br /> for the material to cure. The material did finally cure toward fall 2018, but the scarring of <br /> the street surface had already occurred. The scarring was aesthetically unpleasing but <br /> did not change the serviceability of the slurry sealed surface. <br /> On March 19, 2019, City Council authorized the transfer of $28,600 from the Annual <br /> Slurry Seal Project, CIP No. 18504, and $13,630 from City Parking Lots Resurfacing <br /> Project, CIP No. 17424, to pay for the additional Type I slurry seal installation and work <br /> at the Augustin Bernal Park parking lot. In addition, the Director of Engineering was <br /> authorized to approve and execute contract change orders up to the not-to-exceed <br /> amount of $85,213. <br /> DISCUSSION <br /> The work completed by American Asphalt Repair & Resurfacing Company, Inc. <br /> consisted of installing 2,615,447 square feet of pavement on sections of 87 city streets <br /> and resurfacing the Augustin Bernal Park parking lot for a total of $568,286.19. The <br /> project also included the installation of Type I slurry in the Valley Trails neighborhood <br /> and on Sandpiper Way to address aesthetic concerns due to the original application <br /> curing slowly. <br /> As part of the City's Preventative Maintenance Program, the project is expected to <br /> extend the life of the streets by eight to ten years through sealing the street and <br /> improving roadway surface traction.
