THE CITY OF 6 pLEASANTON CITY COUNCIL AGENDA REPORT August 20, 2019 Community Development Planning Division TITLE: APPROVE SECOND AMENDMENT TO A PROFESSIONAL SERVICES AGREEMENT WITH M-GROUP FOR CONTRACT PLANNING SERVICES, EXTENDING THE TERM TO DECEMBER 31, 2020, AND INCREASING THE CONTRACT AMOUNT BY $552,000 FOR A NEW TOTAL CONTRACT AMOUNT NOT TO EXCEED $722,000 SUMMARY In November 2018 the City Council authorized the City Manager to enter into a Professional Services Agreement with M-Group to provide contract planning services to address a staffing shortfall associated with an employee leave of absence, and to ensure work could continue on critical projects. The contract was subsequently extended to December 31, 2019. In the coming year, the Planning Division will experience another employee leave of absence, expected for a duration of up to six months beginning in September 2019. Additionally, there are a number of significant projects expected to start up or see applications submitted in the next several months. Staff is requesting the approval of an amendment to the Professional Services Agreement with M-Group, to allow for additional consultant hours for contract planner services, and a new contract term through December 31, 2020. RECOMMENDATION Approve and authorize the City Manager to execute the second amendment to the Professional Services Agreement with M-Group to add $552,000 to the original amount of $170,000 (for a total of $722,000) for contract planning services, and extend the contract through December 31 , 2020. FINANCIAL STATEMENT The cost of contract planning services is paid from the Community Development Professional Services accounts. The 2019-2020 and 2020-2021 budgets include certain funding for staffing coverage due to leaves, vacations, etc.. however. the majority of funding for the additional work associated with this contract amendment is anticipated to be received through developer contributions. The duration and scope of work will be scaled to the developer contributions received. At this time, additional General Fund budget is not being requested.
