BACKGROUND
The Planning Division is in need of continued temporary staffing assistance to address
a forthcoming Associate Planner's leave and other staffing shortfalls, and to ensure
work can continue in the interim on a number of critical current and advanced planning
projects. Consistent with the current City Council Work Plan, staff anticipates that new
significant planning and development projects will begin in the next several months.
In addition to new planning and development project applications, the workload
expected during the coming 12 to 18 months reflects a range of advanced and current
planning projects, including management of the SB2 grant-funded project to develop
objective design standards, completion of the Climate Action Plan update, and
continued work on projects such as the Spotorno Ranch subdivision, Lester/Hidden
Canyon project, re-entitlement of the Johnson Drive Economic Development Zone and
associated approvals, and an array of smaller applications. The developer contributions
associated with the large current planning projects will primarily be utilized to
supplement staffing for day-to-day tasks such as counter coverage, routine design
review and use permit applications, etc. Through the contract with M-Group, staff is
recommending to continue the services of an existing contract Assistant Planner, and
also to retain another part-time Assistant Planner who has past experience working with
the City of Pleasanton. These contract planners would absorb some of the existing
workload of current staff, to enable the existing permanent, and experienced planning
staff to take on a larger share of the overall project workload, particularly on the new,
more complex and higher-profile applications.
The draft Second Amendment to the Professional Services Agreement is included as
Attachment 1. As noted, it is for a total not to exceed new contract amount of $722,000.
Staff plans to manage the contract staff time in line with budgets once any developer
contributions are agreed upon and received.
Submitted by: Fiscal Review: Approv by:
Brian Dolan Tina Olson Nelson Fialho
Acting Director of Director of Finance City Manager
Community Development
Attachments:
1.
