waste and a 96-gallon cart for mixed recycling and organics which is picked up once a <br /> week. Unlike the residential cart service, the commercial and multi-family cart service is <br /> not bundled so these customers may customize their service based on their specific <br /> needs. <br /> In response to these conditions and with the concurrence of PGS, HF&H has created <br /> proposed rates for solid waste, mixed recycling, and organics service shown in the <br /> tables below. It is recommended that the added frequency and rates be operated as a <br /> pilot program to assess the effectiveness of this option, as well as to ensure the rate is <br /> covering the cost of providing the service. Any modification to the pilot program, or a <br /> recommendation to discontinue the program, would occur as part of the rate setting <br /> process for 2020. If the program is successful the rate structure would become <br /> permanent July 1, 2021. These proposed rates have been reviewed and approved by <br /> PGS. <br /> The current rate structure was adopted by the City Council on July 3, 2018, as part of <br /> the new franchise agreement. This rate structure employed a different methodology that <br /> applied a rate reduction of 13.3% based on the scenario selected by the City Council. <br /> The rate scenario selected was the "Balanced Approach" with "Alternative 1". The <br /> "Balanced Approach" scenario reduced the residential 35-gallon cart rate and <br /> commercial one-and two-times per week collection bin rates (all sizes) to less than <br /> comparable agencies' corresponding rates, and evenly applies any remaining balance <br /> to all other commercial rates. Alternative 1 raised the 35-gallon cart rate to match the <br /> City of Dublin's rate as of July 1, 2018, at $26.06.
