Bill Title Description City <br /> Position <br /> SB 330 Housing Adds new provisions to the existing Housing Oppose <br /> (Skinner) Crisis Act of Accountability Act to: unless <br /> 2019. • Specify that submittal of a preliminary amended <br /> application is sufficient to determine <br /> "completeness" for the purpose of <br /> establishing applicable objective <br /> development standards and fees. <br /> • Prohibit a local agency from holding more <br /> than five hearings on a project that meets <br /> objective development standards. <br /> • Amend the Permit Streamlining Act to <br /> reduce timeframes for approval/disapproval <br /> of a housing project. <br /> • "Freeze" impact fees to those in place at <br /> time of application completeness. <br /> The bill would also impose certain other <br /> requirements applicable to '`affected cities," defined <br /> as a city in which both a) the average rental rate <br /> differs from 130 percent of the national median <br /> rental rate in 2017, and b) the residential rental <br /> vacancy rate differs from the national vacancy rate <br /> in 2017, according to the American Community <br /> Survey. HCD would be required to identify affected <br /> cities by June 30, 2020.
