THE CITY OF <br /> '14 ._ ,e...f. 18 <br /> pL£AS�4NTONz CITY COUNCIL AGENDA REPORT <br /> July 16, 2019 <br /> Operations Services <br /> TITLE: APPROVE AS-NEEDED SERVICE AGREEMENTS FOR UTILITIES <br /> ELECTRICAL, INSTRUMENTATION, TELEMETRY AND SCADA <br /> SUMMARY <br /> In May of 2019, the Operations Services Department went out to bid for a broad range <br /> of as-needed service agreements to assist in maintaining the integrity of the City's <br /> infrastructure systems. Based on the bids received, City Council authorized the City <br /> Manager to execute multiple as-needed agreements on June 18, 2019. However, during <br /> that bidding process there were no respondents for the service category of Utilities - <br /> Electrical, Instrumentation, Telemetry, and SCADA services. As a result, staff revised <br /> the request for bids specific to this service category and in June of 2019 solicited bids. <br /> Based on the bids received, staff has established a list of as-needed service <br /> agreements with not-to-exceed limits as summarized in Table 1 of this report. The <br /> recommended as-needed service agreements will commence on July 17, 2019 and <br /> expire on June 30, 2022, with an option for two additional one-year extensions. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute multiple three year as-needed <br /> service agreements, each with the option for two additional one-year extensions, for the <br /> not-to-exceed amounts listed in Table 1 of this report. <br /> FINANCIAL STATEMENT <br /> The contracted services are primarily funded in the Repair and Replacement Funds <br /> associated with the Utility Enterprise Funds. The FY2019/20 not-to-exceed limit for each <br /> agreement is listed in Table 1. Fiscal Year 2020/21 and FY2021/22 not-to-exceed limits <br /> for each agreement shall be increased based on the San Francisco-Oakland-San Jose <br /> Metropolitan Area Consumer Price Index (CPI) for the 12-month period ending in April. <br />
