EXHIBIT A <br /> Scope of Consultant's Services <br /> The City's Supervisory Control and Data Acquisition (SCADA) system is utilized by the <br /> Utilities Division to continuously control, monitor/alarm, and record the status of the City's <br /> water, sewer, recycle water, and storm systems. Located at the Water Building in the Operations <br /> Service Center, the SCADA system allows operators to remotely make system changes to <br /> facilities across the City. The SCADA system also makes supervisory decisions for the operator <br /> based on changing conditions and preset operating criteria, and records operating conditions. The <br /> SCADA system is approximately 20 years old, significantly beyond its useful life, and requires <br /> replacement with a new SCADA system. The Consultant shall provide the following services for <br /> replacement of the existing SCADA system with a new SCADA system. <br /> Task 1.0—Design Services <br /> 1. Conduct kickoff meeting to understand City's goals and requirements for implementation of <br /> the new SCADA system. <br /> 2. Conduct the following focused workshops to support the design phase: <br /> a. Reporting—Determine City's SCADA reporting needs from Wonderware Dream <br /> Report. In addition, determine feasibility of porting over the City's existing <br /> laboratory reporting system which is an integration of laboratory data(collected <br /> outside of SCADA system) and select SCADA system data for the purposes of <br /> SRWCB reporting. <br /> b. System Redundancy—Determine City's requirements for implementing system <br /> redundancy in event of a full system failure that may include virtualization software <br /> (i.e. VM ware) or cloud solutions. <br /> c. Mobile Access—Determine City's requirements for secure mobile access to control <br /> system. <br /> d. Alarm Notification—Determine City's requirements for alarm notification software. <br /> In addition, determine which existing SCADA alarms require configuration for <br /> notification. <br /> 3. Provide a draft design submittal package that includes the following: <br /> a. Recommended specifications for new Wonderware software platform including <br /> recommendations on any available optional features such as historian, trending, <br /> reporting, and alarm logging/notification. <br /> b. Recommended SCADA system hardware specifications including servers, network <br /> attached storage devices, power supply, network routers/switches/firewalls, work <br /> stations, and monitors. The Consultant shall consult with the City's IT department <br /> during this process to ensure recommendations meet minimum IT requirements. <br /> c. Drawings and block diagrams illustrating the proposed SCADA network and <br /> interconnections to the existing telemetry system. <br /> Wage <br />
