THE CITY OF I I <br /> — _ �..a <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON.. <br /> July 16, 2019 <br /> Library and Recreation <br /> TITLE: ADOPT A RESOLUTION UPDATING THE MASTER FEE SCHEDULE FOR <br /> LIBRARY FEES <br /> SUMMARY <br /> The Pleasanton Public Library (PPL) currently charges daily fines for overdue library <br /> materials. In an effort to eliminate unnecessary barriers to usage for all members of our <br /> community and increase access, circulation and recovery of materials, staff is <br /> recommending a Master Fee Schedule update to eliminate daily overdue fines and <br /> move towards a materials recovery model. <br /> RECOMMENDATION <br /> Adopt a resolution updating the City's Master Fee Schedule for Library Fees. <br /> LIBRARY COMMISSION RECOMMENDATION <br /> Adopt a resolution updating the City's Master Fee Schedule for Library Fees. <br /> FINANCIAL IMPACT <br /> Processing library fines can prove to be costly in staff time. In fiscal year 2016/17, the <br /> PPL collected $113,571 in library fines, over approximately 18,655 transactions, with <br /> City staff costs exceeding $47,500. For fiscal year 2018/19, the Library is projecting <br /> revenues of approximately $80,000 in fines and fees. The budget submitted for fiscal <br /> years 2019/20 and 2020/21 retains this projection. Eliminating daily fines is expected to <br /> reduce revenues by approximately $40,000. If approved, the revenue projections for the <br /> Library will be adjusted to $40,000 during the midyear budget cycle. The FY 2019/20 <br /> budget includes no growth in the Library's temporary staffing budget and minor <br /> adjustments to other program expenditures to offset the proposed $40,000 loss in <br /> revenue. <br />
