Presentation of a proclamation declaring June 2019 as Elder Abuse Awareness Month <br /> Councilmember Narum read and presented the proclamation. <br /> Stephanie Marupan from the Alameda County District Attorney's Office and Alicia Morales, <br /> Director of Division of Aging and Adult Protection accepted the proclamation. <br /> 17. Public Comment <br /> Cathy Gabor inquired about the status of a request for a proclamation from City Council to declare <br /> June as Pride Month. <br /> City Manager Fialho reported it will be scheduled for the June 18 Council meeting. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 18. Review two year operating budget for fiscal years 2019/20 and 2020/21 and four-year capital <br /> improvement program for fiscal years 2019/20 through 2022/23 <br /> City Manager Fialho introduced the item, provided a brief background on the City's operating <br /> budget, addressed the budget process, highlighted the new budget book format and deferred to <br /> staff for a report. <br /> Director of Finance Tina Olson presented details of the operating budget including the General <br /> Fund, Enterprise Funds, Internal Service Funds and Special Revenue Funds. She noted the new <br /> budget book format and reported the budget was oriented on departments and services rather <br /> than funds and noted additional information included in the appendices. <br /> Director of Finance Olson addressed the FY 2019/20 — FY 2020/21 Two Year Operating Budget <br /> expenditures, Operating Budget by Fund, General Fund Revenue Trends, General Fund <br /> Revenues, General Fund Major Revenues, Property Tax Trends, Sales Tax Trends and Areas of <br /> Sales Tax Changes. <br /> Vice Mayor Brown noted the recent addition of CarMax and the expansion of some dealerships <br /> and asked about the drop in vehicle sales. <br /> Director of Finance Olson pointed out jumps in FY 2015/16 and noted this is less about specific <br /> dealerships and more about the general decline in vehicle purchases in all dealerships. <br /> City Council Minutes Page 4 of 7 June 4, 2019 <br />
