Item 3—Recommendation on Adoption of Downtown Specific Plan and Related Amendments <br /> MU-T and MU-D districts), or to update sections of the PMC that would be inconsistent <br /> with policies of the DSP once it is adopted. <br /> A complete draft of the recommended amendments to the Pleasanton Municipal Code <br /> is included as Attachment 5. Proposed amendments, each of which is consistent with <br /> the Draft DSP, are summarized below. <br /> Zoning Designation Amendments <br /> As discussed above, during its review of the DSP, the Task Force considered various <br /> map revisions to reconcile discrepancies between the General Plan Land Use Diagram, <br /> Specific Plan Land Use Diagram, and Zoning Map. These discrepancies were sorted <br /> into two lists, including those shown on DSP "Map A" that are proposed to be addressed <br /> through map revisions at the time of the adoption of the Specific Plan; and "Map B" <br /> which would be subject to consideration after adoption of the plan, with additional <br /> outreach to property owners and other interested parties. <br /> Since a subset of Map A properties require zoning map revisions (alone or together with <br /> General Plan or Specific Plan land use diagram amendments), and these amendments <br /> would be subject to a separate action by the City Council, staff has used Map A to <br /> develop a refined map, showing only these properties, keyed to a list indicating existing <br /> and proposed zoning designations, shown in a table. The table and maps are included <br /> as Attachment 6. <br /> Amendments to the Text of the Pleasanton Municipal Code <br /> The following PMC text amendments are included in Attachment 5: <br /> Chapter 17.24 — Transportation Systems Management. Amendments to this chapter <br /> would allow for an area subject to a business association or management group (such <br /> as PDA) to be defined as a "large employer" for the purposes of implementing <br /> Transportation Demand Management programs intended to encourage use of transit <br /> and alternative transportation modes. <br /> Chapter 18.08 - Definitions. This existing PMC chapter has been amended to add <br /> various definitions consistent with, or necessary to apply standards that implement, <br /> policies included in the DSP. New definitions include: <br /> o Active Ground-Floor Uses <br /> o Mixed Use development. Note that, as proposed, "mixed use" would be <br /> defined as any combination of commercial and/or residential uses (i.e. a <br /> project containing office and retail uses would be considered mixed use, <br /> as would a project containing residential and retail uses). <br /> o Live-Work Unit <br /> Section 18.44.080 — Permitted and Conditional Uses: This existing section and <br /> related Table 18.44.080 lists permitted, conditionally-permitted, and prohibited land <br /> uses in various non-residential zoning districts throughout the city.
