Staff proposes that this policy be retained in the updated DSP, as identified <br /> in Attachment 2. <br /> Other Recommended Amendments to the November 2018 Draft DSP <br /> In addition to the changes directed by City Council, and staffs further revisions noted <br /> above, Attachment 2 details numerous other minor revisions to the November 2018 <br /> draft. These generally comprise "clean-up" type changes for clarity and consistency; <br /> changes in response to comments or recommendations made by Task Force members; <br /> and other similar changes. <br /> Conclusion/Summary <br /> Since the City Council is the ultimate approving body for the Downtown Specific Plan, <br /> its April 16 and May 7 direction on the five policy topics described above will be <br /> incorporated into the revised Public Review Draft Plan that is brought forward for <br /> adoption at forthcoming public hearings. The City Council and staff recognize that the <br /> Task Force and community debate and discussion that has occurred around this topic <br /> has been an important and integral aspect of the process, indicative of the level of <br /> community interest and concern regarding the future of downtown Pleasanton. The <br /> Specific Plan update has involved hundreds of hours of dedicated effort by the Task <br /> Force, with discussion and successful resolution of countless policy and land use <br /> questions through an extensive public process. The Draft Downtown Specific Plan <br /> reflects the quality of that effort, and the dedication of the Task Force over the past two <br /> and a half years. <br /> Task Force Action <br /> The Task Force is requested to consider the November 2018 Public Review Draft <br /> Specific Plan and revisions in Attachment 2, and to provide a recommendation to the <br /> Planning Commission and City Council for adoption of the 2019 Downtown Specific <br /> Plan. Possible actions that may be taken by the Task Force include: <br /> • Recommend adoption of the Draft DSP reflecting changes to the November 2018 <br /> draft as summarized in Attachment B; or <br /> • Recommend adoption of the Draft DSP, with additional revisions. <br /> Recommendation on Adoption of Draft Municipal Code Amendments <br /> State law requires there to be conformance between the General Plan, a Specific Plan, <br /> and applicable zoning regulations that serve to implement the policies and programs of <br /> either document. <br /> The Draft Specific Plan includes several policies and programs that necessitate updates <br /> to various existing sections of Pleasanton Municipal Code Title 18: Zoning.
