Item 3—Recommendation on Adoption of Downtown Specific Plan and Related Amendments <br /> • Exceptions to overlay to granted by Director of Community Development, with <br /> notification to Planning Commission <br /> • Include additional exception for purpose-built bank buildings <br /> • Relax exception criteria for properties with extended vacancy <br /> • Do not extend overlay to side streets <br /> Policy Topic 3: Ground-Floor Residential Uses <br /> Throughout the Specific Plan update process, the Task Force supported a restrictive <br /> approach to residential development in the three mixed use land use districts <br /> (Downtown Commercial, Mixed-Use Transitional, and Mixed-Use Downtown) that would <br /> prohibit all ground-floor residential uses, with residential only permitted on upper-floors. <br /> At the February 26 meeting however, following staff's recommendation, a majority of the <br /> Task Force voted to relax this prohibition to allow ground floor residential under certain <br /> circumstances. <br /> April 16/May 8 City Council Direction <br /> The Council provided the following direction for treatment of ground floor residential <br /> uses in each of the three above-listed DSP land use districts: <br /> • Downtown-Commercial: Prohibit new ground-floor residential on properties with <br /> frontage on Main Street. Ground-floor residential may be located behind <br /> commercial development on properties elsewhere in the district, provided that: <br /> o Street-fronting commercial space, of a minimum depth of 50-feet is <br /> provided, to ensure viable commercial uses; <br /> o Sites with existing development have no net loss of commercial square <br /> footage; and <br /> o Residential proposed at the rear of a site is designed to minimize visibility <br /> from the commercial street-front. <br /> o The proposed residential development is fully parked on-site. <br /> • Mixed Use-Transitional: Ground-floor residential may be located behind <br /> commercial development on properties within the district, subject to the <br /> parameters listed above. <br /> • Mixed Use-Downtown: Prohibit ground-floor residential uses throughout the <br /> district. <br /> The Council also provided direction on a series of related subtopics, including: <br /> • Street-Fronting Residential Entries: Permitted on Main Street, but should be <br /> designed to minimize their prominence. <br /> • On-Site Ground-Floor Parking for Residential Uses: Permitted in all districts, <br /> provided that it does not include habitable space. <br /> Prepared for the May 28,2019 Downtown Specific Plan Update Task Force Meeting Page 3 of 11 <br />y 26 meeting the Task Force voted to modify the procedure to approve <br /> exceptions to the overlay to include a Planning Commission notification; to add an <br /> exception for purpose built bank buildings; and to relax one of the conditions for <br /> granting an exception in the event of an extended tenant vacancy. <br /> April 16/May 8 City Council Recommendation <br /> The City Council supported a similar approach as recommended by the Task Force, <br /> including the following changes to DSP Policy LD-P.16: <br /> Prepared for the May 28,2019 Downtown Specific Plan Update Task Force Meeting Page 2 of 11 <br />
