1. Welcome and Prior Meeting Summary Notes <br /> A. Welcome and Agenda Overview. <br /> The Mayor called the meeting to order. Staff provided an overview of the Downtown Specific <br /> Plan Task Force process to-date, provided an overview of the meeting's agenda, and <br /> highlighted the goals of the meeting. Goals include going through public outreach, getting <br /> final policy direction, and going over the Draft Environmental Impact Report (DEIR). <br /> B. Review and Approval of Meeting #16 Summary. <br /> Approved unanimously. <br /> 2. Public Comments <br /> A. Correspondence. <br /> Staff provided an overview of public comments received to date and attached to the agenda <br /> packet as well as late correspondence received. <br /> B. Meeting Open to the Public. <br /> Members of the public were given the opportunity to comment on items not on the agenda. <br /> There were no public comments at this time. <br /> 3. Public Outreach Results <br /> A. Summary of November and December 2018 Public Outreach <br /> Staff summarized the outreach staff completed in November and December of 2018. Staff <br /> outlined the groups visited and highlighted topic areas of interest discussed at these <br /> meetings. Key themes reflected in those discussions included several of the items to be <br /> considered in Agenda item 4a including height, parking and mobility, active ground floor <br /> uses, massage regulations, civic center redevelopment, and streetscape improvements. <br /> B. Task Force Direction, Comments, and Questions <br /> Staff advised that, although the Task Force can provide comments now, it was suggested <br /> those comments be held for Item 4a that delves into the key topic areas discussed. The <br /> Task Force noted it will provide comments in item 4a. <br /> C. Public Comments and Questions <br /> The Task Force opened up the meeting to the public. Two members of the public <br /> commented. One comment inquired about community meetings, that could be held at <br /> locations like the Firehouse or the Library, for citizens to come together to understand the <br /> potential changes and revitalization of the downtown. <br /> Another comment noted concern about lowering the building height limits and limiting height <br /> to two-stories, prohibiting residential on the ground floor behind commercial, unneeded <br /> context sensitive infill guidelines, and the lack of a parking structure in the downtown core. <br /> Additionally, there is support for parking by ACE, concern about the City managing "active <br /> ground floor uses", and policy makers should be allowed to approve projects that are in <br /> substantial conformance to the adopted Plan but not exact consistency. The Downtown <br /> Specific Plan should be a vision and a guide and not discourage property investment. <br /> 4. Outstanding Policy Direction <br /> A.
