The CEQA Findings distinguish between impacts that are <br /> less-than significant impact without mitigation, those that are less-than significant with <br /> mitigation, and significant and unavoidable significant impacts. The purpose of the Statement of <br /> Overriding Considerations is to itemize the benefits of the proposed project despite the <br /> significant environmental impacts. In summary, the City finds that the significant impacts to topic <br /> areas Air Quality and Energy, Greenhouse Gases, and Climate Change are acceptable when <br /> balanced against the benefits of adopting the Downtown Specific Plan. <br /> PUBLIC NOTICE <br /> A display ad for this item was published in The Valley Times. A notice was also mailed to <br /> property owners and tenants with properties for which modifications to land use designations <br /> are proposed.
