BACKGROUND <br /> The Operations Services Department's Streets Division is responsible for managing the <br /> city-wide street and City owned parking lot sweeping maintenance services agreement. <br /> A total of 644 curb miles and 1,548,954 square feet of parking lots are swept on a <br /> monthly basis. This essential maintenance service is to ensure the city streets, parking <br /> lots and storm drains are clear of debris for the leaf season (November-January). <br /> To appropriately schedule monthly sweepings, the city is divided into 21 sweeping <br /> zones. The sweeping frequency is determined by location and activity within the area. <br /> Neighborhoods are swept once a month on a regular schedule (i.e. first Thursday of <br /> each month). Commercial areas and City owned parking lots are swept twice a month, <br /> and the downtown area is swept twice a week due to the heavy pedestrian and vehicle <br /> traffic. <br /> DISCUSSION <br /> The current contract for sweeping services is set to expire on June 30, 2019. <br /> Therefore, a RFB was formally advertised in May 2019. A total of two proposals were <br /> received for this contract on May 23, 2019. The two bidders included CleanStreet and <br /> Contract Sweeping Services. Cost proposals for the work ranged from $918,000 to <br /> $1,135,000. The lowest responsive proposal, provided by CleanStreet, was found to be <br /> qualified to perform the required services. A scope of work provided to CleanStreet is <br /> detailed in Exhibit A of the Maintenance Service Agreement. <br /> The total compensation for the first three years of the agreement is $918,000.
