BACKGROUND <br /> The City has a total of 478 exterior trash and recyclable receptacles throughout City <br /> parks, trails, and facility landscapes. Most of these receptacles are dumped once per <br /> week. However, the following parks and facilities receive service twice per week: Alviso <br /> Adobe, Amador Valley Community, BMX, Creekside, Cubby's Dog Park, Fairlands, Ken <br /> Mercer Sports Park Phase I, V, and Softball Complex, Mission Hills, Muirwood <br /> Community, Orloff, Pleasanton Tennis and Community, and Val Vista Community. The <br /> receptacles at the library entrance are checked daily Monday through Friday. <br /> The current contract for services is set to expire on June 30, 2019. Therefore, a RFB <br /> was formally advertised in May 2019 for a new agreement for services. A total of three <br /> proposals were received for this contract on May 23, 2019. The three bidders included <br /> Rubicon Landscape, Terra Landscape, and New Image Landscape. Cost proposals for <br /> the work ranged from $307,010 to $776,878. The lowest responsive proposal, provided <br /> by Rubicon Landscape, was found to be qualified to perform the required services. A <br /> scope of work provided to Rubicon Landscape is detailed in Exhibit A of the Agreement <br /> for Maintenance Services. <br /> DISCUSSION <br /> The proposed agreement would provide routine trash and recyclable receptacle <br /> collection services at selected City properties for the duration of three years. The <br /> contractor bid a base fee for complete annual service based on a schedule provided by <br /> the City. In addition, the contractor provided a "per receptacle" service fee for any extra <br /> requested service that might occur during the contract period. <br /> The service level in this contract is designed to accommodate routine levels of park and <br /> trail use. The City requires special events programs to provide and pay for any <br /> additional trash collection needs created by their program that exceed the capacity of <br /> the existing service. In addition, groups operating food concessions in parks are <br /> responsible for additional dumping service for receptacles within one hundred feet of the <br /> concession on an as-needed basis. At this time, the number of exterior recycle <br /> receptacles in the City is limited. If the City decides to add recycle receptacles, this <br /> contract provides a per service dump fee for the additional receptacles. <br /> This agreement is for three years from July 1, 2019 to June 30, 2022, and if the City is <br /> satisfied with the contractor's performance during this period, an option is provided in <br /> the agreement for two additional one-year extensions. <br /> Submitted y' Fi cal eview: Approved b <br /> Kathleen Yurchak ` Tina Olson Nel n ialho <br /> Director of Operations and Director of Finance City Manager <br /> Water Utilities <br /> Attachments: <br /> 1.
