EXHIBIT A <br /> Scope of Consultant's Services <br /> Consultant shall evaluate sixteen(16) City stream sections and eight (8) stormwater detention <br /> ponds, as summarized in this Exhibit, to support City effort to obtain regulatory permits for <br /> performing routine maintenance activities ("Project"). City's planned maintenance activities <br /> include periodically removing debris, sediment, and/or vegetation to maintain the water bodies' <br /> flood control and stormwater treatment capacities. Such activities may occasionally require the <br /> use of power equipment and machinery on stream banks and disturbance of streambeds. <br /> Consultant shall perform the following tasks: <br /> 1. Biological Resources Assessment—Perform a biological resources assessment(BRA)to <br /> support regulatory permit applications and California Environmental Quality Act <br /> (CEQA) documentation for the Project. The BRA will be completed at a level of detail <br /> and of sufficient quality to enable the preparation of the Biological Resources section of <br /> the Initial Study (IS)/Mitigated Negative Declaration(MND) and City's subsequent effort <br /> to acquire required regulatory permits to perform the planned routine maintenance <br /> activities. A BRA report containing maps and findings from literature search and site <br /> visits and, as appropriate, recommended mitigation measures shall be prepared. <br /> 2. Jurisdictional Water Delineation—Conduct site visits to assess and document the <br /> presence of wetlands, the jurisdictional boundaries of stream segments, and other aquatic <br /> resources potentially subject to state and/or federal jurisdiction. Perform soil <br /> sampling/inspections as appropriate. Prepare a report, complete with mapping exhibits, to <br /> describe the methods and results of the fieldwork, as well as the associated regulatory <br /> context. <br /> 3. Cultural Resources Analysis—Prepare a cultural resources analysis for sites not <br /> overlaid by concrete(approximately 12 sites) and other sites where a cultural resources <br /> analysis is deemed necessary, based on additional considerations and with City staff <br /> approval. The cultural resources analysis, culminating in a Cultural Resources Report, <br /> shall be sufficient to satisfy state and federal requirements defined in CEQA and Section <br /> 106 of the National Historic Preservation Act and shall include, at a minimum: (1) <br /> records research; (2)Native American consultation; (3) field surveys, and (4) preparation <br /> of a Historic Properties Survey Report and Finding of Effect document. (AB 52 <br /> consultation between City and Native American tribes is the responsibility of City.) <br /> 4. Environmental Review—Conduct a CEQA-compliant environmental review. Assume <br /> the preparation of an Initial Study, culminating in a Mitigated Negative Declaration. <br /> Work includes, at a minimum: (1)meeting(s) with City staff; (2) review of relevant <br /> documents; (3)preparation of an Administrative Draft IS; (4)preparation of a Draft <br /> IS/MND; (5)publication of the Draft IS/MND, including the preparation of hard copies <br /> and web-based documents and the preparation and circulation of a Notice of Intent; and <br /> (6)preparation of the Final IS/MND and response to comments, as well as a Mitigation <br /> Monitoring and Reporting Program and the preparation and filing of a Notice of <br /> Determination. <br /> Wage <br />
