BACKGROUND <br /> The City provides maintenance of certain waterbodies within City limits to preserve their <br /> flood control and stormwater treatment capacities. Work includes routine removal of <br /> debris, sediment, and vegetation, and requires new permits from various regulatory <br /> agencies. The City needs a consultant to perform biological and cultural resources <br /> assessments, jurisdictional water delineations, and an environmental review to support <br /> the City's subsequent permitting effort later this year or in 2020. <br /> DISCUSSION <br /> Staff conducted outreach including sending an invitation to bid to seven consultants with <br /> the necessary qualifications. Proposals were submitted by WRA, Inc. and Aspen <br /> Environmental Group. The two bidders were asked to describe their related work <br /> experience; provide an implementation plan for the defined scope of work; include a list <br /> of key personnel and their qualifications; and provide a rate sheet complete with unit <br /> costs for personnel and equipment and a total estimated contract cost. The selected <br /> consultant is expected to perform the following activities: <br /> • Biological surveys to support regulatory permit applications and California <br /> Environmental Quality Act (CEQA) documentation for the project; <br /> • Jurisdictional water delineations; <br /> • Cultural resources analyses for sites not overlaid by concrete and other sites <br /> where an analysis is deemed necessary; <br /> • A CEQA-compliant review, culminating in the preparation of a Mitigated Negative <br /> Declaration; and <br /> • A memorandum with a list of regulatory agencies from which the City will need to <br /> obtain permits and a recommended strategy for acquiring the permits. <br /> Both WRA and Aspen presented solid proposals and demonstrated a firm grasp of the <br /> related subject matters. Both firms also received excellent reviews from their respective <br /> references. In the end, staff's decision to contract with WRA lies primarily with their <br /> significantly lower estimated cost to complete the work.
