FOR STREAM AND POND ROUTINE MAINTENANCE PERMITTING <br /> SUPPORT <br /> SUMMARY <br /> The City seeks a consultant to provide environmental review and permitting support <br /> services for 16 stream sections and eight stormwater detention ponds where the City <br /> performs routine maintenance activities. These waterbodies require routine removal of <br /> debris, sediment, and vegetation in order to maintain their flood control and stormwater <br /> treatment capacities. Staff solicited proposals for these services from consultants with <br /> the necessary qualifications and experience in biological and cultural resources <br /> assessments, jurisdictional water delineation, and California Environmental Quality Act <br /> (CEQA) compliant environmental review. Two proposals were received and staff <br /> recommends awarding a Professional Services Agreement to WRA, Inc. <br /> RECOMMENDATION <br /> 1. Approve and authorize the City Manager to enter into a professional services <br /> agreement with WRA, Inc. with a not-to-exceed amount of $107,604, which includes <br /> a 10 percent contingency for unforeseen circumstances. <br /> 2. Reallocate $110,000 from CIP No. 20443 Bi-Annual Trash Capture Devices to CIP <br /> No. 20415 Bi-Annual Storm Repairs/Improvements to fund this contract. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditures for this contract including a 10 percent contingency <br /> are $107,604. Staff recommends that City Council reallocate $110,000 from CIP No. <br /> 20443 Bi-Annual Trash Capture Devices to CIP No. 20415 Bi-Annual Storm <br /> Repairs/Improvements to fund this contract. Staff does not anticipate any further <br /> expenditures from CIP No. 20443 and reallocating to CIP No. 20415 will ensure no <br /> impact from this contract to other planned expenditures. <br />
