BACKGROUND <br /> The 2014 Parks and Recreation Master Plan identified the need to resurface the <br /> basketball courts in 12 City parks. Subsequently, the Parks Division conducted an <br /> analysis of the various basketball courts and identified the courts at Tennis and <br /> Community Park, Tawny Park and Meadows Park as the highest priority courts. These <br /> courts were prioritized based both on their deteriorating condition and the amount of <br /> play at these locations. <br /> In 2017, to further analyze the courts, staff had their on-call geotechnical engineering <br /> consultant, BSK Associates, conduct a geotechnical report of the soils at all three parks <br /> and provide a recommendation for the pavement section. Utilizing the geotechnical <br /> report, staff had RHAA Landscape Architecture + Planning conduct an investigation to <br /> determine the best method of renovating the courts. The options examined included: <br /> 1. Removing and replacing the asphalt <br /> 2. Installing a slip sheet overlay <br /> 3. Removing the asphalt courts and installing standard concrete courts <br /> 4. Removing the courts and installing post-tension concrete courts <br /> The investigation concluded that the slip sheet overlay system provided the best <br /> balance between cost and longevity, with the expected longevity of the slip sheet <br /> system at 20 to 25 years. <br /> In April 2018, the City hired Callander Associates Landscape Architecture to complete <br /> the construction documents due to their experience designing and specifying the slip <br /> sheet system. <br /> On August 21, 2018, City Council awarded the contract to the sole bidder, Vintage <br /> Contractors, Inc., in the amount of $373,570. Council authorized the Director of <br /> Engineering to approve change orders up to the project contingency amount of $38,000. <br /> There were three change orders required for this project, totaling $34,847. The following <br /> is a brief summary of each change: <br /> 1. Repair half-court tennis court at Meadows Park for $16,980. <br /> 2. Install additional concrete pavement and root barrier for $6,875. <br /> 3. Removal of two overly sized basketball post footings and installation of concrete; <br /> relocation of existing drain line, for $10,992. <br /> Page 2of3 <br />
