Since the surveys produced such conflicting results, staff reached,out to other agencies, <br />as well as consultants and contractors, to determine costs associated.with each type.of <br />surfacing. Staff requested information about the cost of installation, the cost of day-to- <br />day maintenance and.the replacement costs. Staff also researched manufacture and <br />.other information .online to understand expected replacement frequency for each <br />surface type. Since the frequent maintenance of the oyster -shell and flour surfacing <br />options includes material replenishment, these materials do not have to be "replaced:" <br />The synthetic turf, which was used at the Livermore and Foster City courts, -and EPDM, <br />.which was used at the San Carlos courts, have to be replaced every &10 years. For <br />ease of comparison the estimated costs of each surface. material is listed in the table <br />below (based upon two courts): <br />Upon review of maintenance and replacement considerations, and the surfacing survey <br />results, the City's primary concern remains specifying a court that can adequately be <br />maintained at a consistent level. The EPDM surface provides the lowest level of <br />maintenance with the most consistent level of play. While it is shown in the table above <br />to have the highest "total cost" when including the.replacement costs, staff is <br />_recommending EPDM as the -surface material to use in. this project. Public EPDM courts <br />are. located in. San Carlos and San Mateo, which have staffing levels similar to,. or more <br />limited than, Pleasanton.
