16. Receive a presentation of Mobility Forward Tri-Valley Paratransit Study and adopt Final Report <br /> Assistant to the City Manager Becky Hopkins provided the staff report and displayed a <br /> PowerPoint Presentation. She addressed the assessment, the Pleasanton Paratransit Service <br /> Overview, differences between PPS ADA Service and PPS Senior Transportation Service and <br /> deferred to the City's Consultant Richard Weiner of Nelson/Nygaard, for results of the study. <br /> Mr. Weiner addressed the Study Purpose, Study Objectives, Study Process, Existing Paratransit <br /> Providers, Pleasanton Paratransit versus Wheels Dial-A-Ride in terms of operating costs and <br /> Other Highlights. He addressed details of a SWOT analysis and presented recommendations. <br /> Mayor Thorne stated LAFTA seems to be taking on a huge burden. They are heavily involved in <br /> Valley Link, and in all likelihood, they will be the ones who run the system. He expressed concern <br /> about overburdening LAFTA at this point. <br /> Mr. Weiner noted currently they are looking at about a couple thousand trips per year and may not <br /> have much of an impact if the change is implemented carefully. <br /> Councilmember Pentin felt it important to point out they do all of the ADA Transit for Dublin and <br /> Livermore. The City of Pleasanton took this project on its own volition. He added costs to the City <br /> are not even close to the costs to LAFTA and opined it may be time to shift the responsibility to <br /> LAFTA. <br /> In response to Councilmember Brown's question asking if Pleasanton uses clipper cards, Ms. <br /> Hopkins said it does not, but rather uses paper punch cards. She added staff is thoughtful about <br /> the implementation of the recommendations. <br /> MOTION: It was m/s by Pentin/Brown to accept the Mobility Forward Tri-Valley Paratransit Study, <br /> adopt the Final Report and direct staff to return to Council with a detailed analysis and specific <br /> recommendations for operational services delivery in the future. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 17. Continued to May 21, 2019 - PUBLIC HEARING: Consider approval of Fiscal Year 2019-20 (a) <br /> Allocations of Housing and Human Services Grants and Community Grant Program Funds and <br /> (b) Action Plan for use of Federal Community Development Block Grant Funds <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported the City of Pleasanton participated in the League of California Cities <br /> Bocce Ball Tournament and finished in First Place. <br /> Councilmember Testa requested an update regarding pending and upcoming State legislation that will <br /> apply to the City of Pleasanton. <br /> Mayor Thorne indicated legislation is constantly changing and suggested waiting until some of the <br /> issues are straightened out. <br /> Councilmember Testa reiterated her request for an impact analysis. <br /> City Council Minutes Page 11 of 12 May 7, 2019 <br />
