Landscape Architect Gruber addressed Final Draft Comments and noted they were incorporated into the final plan and listed staff recommendations for Council actions. Councilmember Brown referenced the Iron Horse Trail as it goes through the BART Station and asked about the timeframe. Landscape Architect Gruber stated he would have to check as that project is an on-street trails project primarily being completed on Dublin properties. Councilmember Pentin stated the consideration for prioritizing paving on North Arroyo Moco and the connection between Pleasanton and Livermore is because it goes from pavement, on both sides to gravel rock. Landscape Architect Gruber reported as staff moves forward on Council priorities in future years, that would be something to consider at that time. Mayor Thorne opened the public comment. John Gilpin, representing the Trail Rider Mountain Bikers, spoke in support of the overall Plan, but specifically, at North Arroyo Mocho. He commented positively on the process and community involvement and thanked staff for hearing the community needs and incorporating them into the plan. He urged Council to adopt the plan. He noted members of the group are willing to work on the trails as well as maintain them as volunteers. Kevin D'or commented positively on the process, staffs work and community outreach. He spoke in support of the overall plan, the benefits to the community and in support of the mountain bike trail. It was noted this trail would be for all levels of mountain bikers. Mike O'Hara, Tim Lewis Communities, commended City staff on the process in development the Trails Master Plan and incorporating community comments into the plan. He expressed concern with trails that would conflict with the Spotorno's ranching operations and might obligate them to something down the road. Mayor Thorne closed the public comment. MOTION: It was m/s by Pentin/Narum to accept staffs recommendation for the adoption of the Trails Master Plan, CIP No. 16734 and incorporate the mountain bike trail at Augusta and Bernal into the City Council workplan. Councilmember Pentin express support for the plan, stated now the implementation will begin, and urged staff to look at the priorities of the trails as they improve public safety. He addressed distracted hikers and felt a flow trail is direly needed. Councilmember Narum commented positively on the plan and appreciated linking the trails to local schools. Staff addressed steps taken to ensure no conflicts with the Spotorno's property and commented on parking and staging areas. Councilmember Pentin stressed the importance of addressing community engagement in the document.
