proposed addition to be consistent with the General Plan and NSSP and objectives of the <br /> zoning district and therefore recommends approval of the CUP and ADR. <br /> BACKGROUND <br /> NSSP <br /> The subject site is located within the NSSP area. The NSSP area was annexed into the City in <br /> 1993 and the subject property was zoned PUD-MDR District. The existing house was <br /> constructed while the property was still in unincorporated Alameda County and the property <br /> does not have a PUD development plan which established site development standards (e.g., <br /> setbacks, floor area ratio (FAR), height limit, etc.) for future development. Therefore, any future <br /> development/expansion of the subject home or accessory structures requires either a PUD <br /> development plan application to establish development standards for the site or a CUP <br /> application that addresses the currently proposed project, but not future <br /> development/expansions. The property owner has opted to pursue the CUP application. <br /> Previous CUP and ADR Application <br /> On March 9, 2016, the Planning Commission approved CUP (P15-0748) and ADR <br /> (P16-0222) applications for the construction of an approximately 380-square-foot covered front <br /> porch and an approximately 411-square-foot, single-story addition to the rear of the existing <br /> residence. The owner completed the covered front porch and rear addition in 2016. <br /> SITE AND AREA DESCRIPTION <br /> The subject site is an approximately 1.09-acre flag lot located on the south side of Sycamore <br /> Road (see Figures 1 and 2), located in the NSSP area. The subject site is improved with an <br /> approximately 2,865-square-foot, one-story single-family residence, an approximately <br /> 611-square-foot detached garage, and a pool to the east of the residence. A paved driveway <br /> provides access to the residence from Sycamore Road. Other existing site improvements <br /> include fencing along the property lines and in the side yards and two small storage sheds. <br /> There are also mature trees and landscaping adjacent to the property lines.
