BACKGROUND <br /> The City and the County have maintained a First Responder Advanced Life Support <br /> Services agreement, in one form or another, for many years. Prior to the 2011 <br /> agreement, the City signed a similar five (5) year agreement in June 2004 that expired <br /> June 30, 2009. A two (2) year extension to that agreement was signed in June 2009. In <br /> 2011 a new agreement was negotiated between the County and agency/city providers. <br /> That agreement had three (3) amendments, the first signed in May 2016 extending the <br /> term to October 31, 2017; the second signed in September 2017 extending the term of <br /> the agreement to June 30, 2018; and the third signed in June 2018 extending the <br /> agreement through June 30, 2019. <br /> DISCUSSION <br /> The new five (5) year agreement was negotiated collaboratively between Alameda <br /> County EMS staff and a sub-group of the County's Fire Chiefs. Key elements of the <br /> agreement are: <br /> - Standards created for all agencies that don't transport (including Pleasanton). <br /> - There is no reimbursement to the City for the FRALS services. <br /> - As there is no financial reimbursement, financial penalties for the performance- <br /> based provisions of the agreement have been eliminated. <br /> - Any issues regarding the performance-based portion of the agreement (i.e. <br /> response time criteria) will be addressed by implementing an improvement plan <br /> for the identified criteria. <br /> - The minimum required staffing level requirement of the last agreement has been <br /> removed enabling the FRALS agencies to staff as they deem appropriate. <br /> Submitted by: Fiscal Review: Approve by <br /> f <br /> � �' <br /> frA� <br /> Ruben Torres Tina Olson Nelson Fialho <br /> Fire Chief Director of Finance City Manager <br /> Attachments: <br /> 1 .
