June 4, 2019 Fire TITLE: ADOPT A RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE COUNTY OF ALAMEDA FOR EMERGENCY MEDICAL SERVICES FIRST RESPONDER ADVANCED LIFE SUPPORT SERVICES (FRALS) SUMMARY Pursuant to the EMS Act, Alameda County is the designated Local Emergency Medical Services Agency ("LEMSA") responsible for the medical control and management of the emergency medical services system in Alameda County. In November 2011, the City of Pleasanton entered into a five (5) year agreement with Alameda County as the LEMSA for the City to provide First Responder Advanced Life Support (FRALS) services, as part of the local emergency medical services system in Alameda County. Similar agreements were entered into by other cities and agencies in the County, including the City of Pleasanton. The agreement defined the FRALS standards and contained a detailed schedule of reimbursements from the County to the City to offset some of the City costs to provide paramedic service. In June 2018 the agreement was amended to extend the expiration date to June 30, 2019 and included provisions to discontinue the County's reimbursements to the City for FRALS services that have offset some of the City costs to provide paramedic service On July 1, 2019, there will be a new transport provider supporting the FRALS agreement throughout Alameda County with Falck Northern California replacing Paramedics Plus. This new transport arrangement prompted the County to create a new five (5) year FRALS agreement with all the agencies providing FRALS services. RECOMMENDATION Staff recommends the City Council adopt a resolution approving and authorizing the City Manager to execute the new FRALS agreement effective July 1, 2019 through June 30, 2024. FINANCIAL STATEMENT The reimbursements to the participating agencies for providing FRALS services, totaling approximately $240,000 per year for the City, have been eliminated. This change was made in the third amendment to the agreement and recognized by the City at that time. The financial penalties related to the performance-based provisions have also been eliminated.
