THE CITY OF 1 0 <br /> - •�•••'r'"` CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June 4, 2019 <br /> Fire <br /> TITLE: ADOPT A RESOLUTION APPROVING AND AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE AN AGREEMENT WITH THE COUNTY OF <br /> ALAMEDA FOR EMERGENCY MEDICAL SERVICES FIRST RESPONDER <br /> ADVANCED LIFE SUPPORT SERVICES (FRALS) <br /> SUMMARY <br /> Pursuant to the EMS Act, Alameda County is the designated Local Emergency Medical <br /> Services Agency ("LEMSA") responsible for the medical control and management of the <br /> emergency medical services system in Alameda County. In November 2011, the City of <br /> Pleasanton entered into a five (5) year agreement with Alameda County as the LEMSA <br /> for the City to provide First Responder Advanced Life Support (FRALS) services, as <br /> part of the local emergency medical services system in Alameda County. Similar <br /> agreements were entered into by other cities and agencies in the County, including the <br /> City of Pleasanton. The agreement defined the FRALS standards and contained a <br /> detailed schedule of reimbursements from the County to the City to offset some of the <br /> City costs to provide paramedic service. In June 2018 the agreement was amended to <br /> extend the expiration date to June 30, 2019 and included provisions to discontinue the <br /> County's reimbursements to the City for FRALS services that have offset some of the <br /> City costs to provide paramedic service <br /> On July 1, 2019, there will be a new transport provider supporting the FRALS <br /> agreement throughout Alameda County with Falck Northern California replacing <br /> Paramedics Plus. This new transport arrangement prompted the County to create a new <br /> five (5) year FRALS agreement with all the agencies providing FRALS services. <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt a resolution approving and authorizing the <br /> City Manager to execute the new FRALS agreement effective July 1, 2019 through June <br /> 30, 2024. <br /> FINANCIAL STATEMENT <br /> The reimbursements to the participating agencies for providing FRALS services, totaling <br /> approximately $240,000 per year for the City, have been eliminated. This change was <br /> made in the third amendment to the agreement and recognized by the City at that time. <br /> The financial penalties related to the performance-based provisions have also been <br /> eliminated. <br />
