BACKGROUND <br />The City of Pleasanton has provided PPS transportation services since 1972. The <br />program was re -engineered in 1998-1999 when the City Council voted to.continue the. <br />transportation services. Program enhancements were added which included extending <br />hours and developing a group trip program. Program policies and procedures were <br />updated which included automating dispatch, developing new policies and procedures <br />outlined in the PPS Rider's Handbook, -and creating an advisory body called the. PPS <br />Task Force. <br />PPS -is both an ADA paratransit service and a traditional .senior transportation service. <br />The ADA paratransit service is governed by federal requirements for service delivery <br />and rider eligibility. Riders using the ADA service must complete a certification process <br />which is performed by the Livermore Amador Valley Transit Authority (LAVTA). LAVTA <br />informs PPS of ADA eligibility. The ADA service allows certified riders .18 years of age . <br />and older to use PPS. The senior transportation service is for riders age 70 and above. <br />PPS provides door-to-door transportation and group trips Monday through Friday from <br />8:15 a.m. to 4:30 p.m. The door4o-door service is'provided to locations within <br />Pleasanton, unincorporated Pleasanton and Sunol, with limited. service for medical <br />appointments to pre -designated locations in San Ramon, Livermore, and Dublin. Group <br />trips destinations are to a variety of.Bay Area locations. <br />DISCUSSION: <br />Today, PPS is financially possible due to Alameda County Transportation Commission, <br />Metropolitan Transportation Commission and City General Funds. These three funding <br />sources enable the city tocontinue to provide an ADA paratransit.service and a <br />traditional senior transportation service. These three funding sources are supplemented <br />by the fees paid per rider when using the service: <br />Historically PPS has adjusted ridership rates as the costs for service change. The last. <br />increase to PPS rates was in'fiscal year 2011/2012, seven years ago.
