project is necessary due to there currently being two vacant positions in the Public
Works Inspection Division of Engineering.
Budget
The estimated total expenditure for this project is $4,022,436, including a construction
contingency of approximately 10 percent of the construction contract ($362,642) and
construction testing services ($20,000). See Attachment 1 for the funding and
expenditures summary.
The cost of construction inspection services provided by Swinerton will be offset by
salary savings due to the current vacancies of the Construction Inspector and
Construction Services Manager positions. Swinerton's services will be discontinued
upon backfilling the current vacancies.
During the annual review of the Measure B and BB programs, it was identified that the
City had developed a million-dollar surplus of funds due to returned contingency funding
from previous projects. Additional streets were added to this project to expend the
balance and conform with Measure B and BB program guidelines.
The resurfacing of the City parking lot on the transportation corridor is not an eligible
expenditure for the Gax Tax related project funding sources. Staff recommends the
transfer of $115,952 from the City Parking Lots — Resurfacing Project, CIP No. 17424,
which utilizes city general funds to cover all parking lot related expenditures.
Staff recommends the allocation and transfer of a total of $1,272,436 from various
funding sources as outlined in the recommendations to complete funding for this project.
Schedule
The proposed schedule for the project is as follows:
Approval of Plans and Specifications and Award of Contract: June 4, 2019
Start of Construction: July 5, 2019
End of Construction: December 15, 2019
Submitted by: Fiscal Review: Approved by:
4iV ,
Stephen '=patrick Tina Olson Nelson Fialho
Director of Engineering Director of Finance City Manager
Attachments:
1.
