BACKGROUND <br /> The City of Pleasanton has contracted for crossing guard services for Pleasanton <br /> schools since 1995. The City has utilized All City Management Services to administer <br /> the Adult Crossing Guard Service program with oversight provided by the Police <br /> Department since 1995. The City of Pleasanton's current contract with All City <br /> Management expires in July 2019. <br /> DISCUSSION <br /> Crossing guards are supplied for both the regular school year and for the summer <br /> school program for a total estimated 17,856 hours of guard service per year. <br /> In December 2018 the City of Livermore awarded All City Management Services a <br /> contract for Adult Crossing Guard Services for the Livermore Valley Joint Unified School <br /> District. This award was after a formal request for proposal and qualification process <br /> which resulted in two vendors responding with proposals. Based on Livermore's <br /> procurement process, City staff determined that All City Management Services is the <br /> only qualified provider of crossing guard services in the area, was less expensive over <br /> the five year agreement then the other vendor, and received favorable references. In <br /> addition, All City Management Services has provided excellent crossing guard services <br /> to the City of Pleasanton since 1995. As such, staff chose to forgo a lengthy <br /> procurement process in favor of awarding the contract to All City Management Services <br /> on a sole source basis. The City of Pleasanton's Purchasing Procedures and Manual <br /> allows for processing of a contract as a sole source vendor when there is only one <br /> qualified bidder. <br /> Staff recommends authorizing the execution of a contract with All City Management <br /> Services based on the City of Livermore's request for proposal process, our long <br /> standing partnership with this vendor, and our satisfaction with the service they have <br /> provided. <br /> Submitted by: Fis al Review: Approved by: <br /> • <br /> Day Spille Tina Olson Nelson Fialho <br /> Police Chief Director of Finance City Manager <br /> Attachment: <br /> 1.
