BACKGROUND <br /> City staff determined that the Hansen Park playground required replacement as part of <br /> their 2017/18 annual evaluation of City playgrounds. The City advertised the project in <br /> July 2018 and, based on the proposals and interviews of the playground companies, the <br /> selection committee chose SPEC for the Hansen Park playground renovation. City <br /> Council approved the purchase order with SPEC for the Hansen Park playground <br /> renovation on December 4, 2018, in the amount of $159,998. Construction of the <br /> playground began in March 2019, and the playground officially re-opened on May 6, <br /> 2019. <br /> DISCUSSION <br /> The purchase order approved by the City Council in December 2018 included 100 cubic <br /> yards of engineered wood fiber. Towards the completion of construction, the City's <br /> Certified Playground Safety Inspector (CPSI) determined that an additional 30 cubic <br /> yards of engineered wood fiber playground surfacing (beyond the 100 cubic yards <br /> included in the purchase order) would be required to adequately meet safety <br /> requirements. The City's Parks Division directed the contractor to install the playground <br /> surfacing so that the City could open the new playground.
