BACKGROUND <br /> On April 18, 2017, the City Council approved a Professional Services Agreement with <br /> FirstCarbon Solutions (FCS) for services for the preparation of a subsequent <br /> Environment Impact Report (SEIR) for Tim Lewis Communities' (TLC) proposal of 39 <br /> single-family detached homes and related improvements on the Spotorno site in an <br /> amount not to exceed $252,370 which included in a contingency of $22,949. A copy of <br /> the signed agreement is attached. During the course of preparing the Draft SEIR, <br /> Additional analysis for several topics including traffic, air quality and noise was <br /> determined to be necessary, and authorizations for expenditure of the contingency were <br /> provided by staff as allowed by the contract. <br /> DISCUSSION <br /> During the public review period of the draft SEIR, a significant number of comments <br /> were received requiring additional time to be spent to prepare responses for inclusion in <br /> the Final SEIR. In addition, the City and TLC have engaged in discussions about <br /> modifications to the project to include the construction of a pedestrian trail or path along <br /> Alisal Street between Westbridge Lane and Sycamore Road. This component was not <br /> included in the Draft SEIR, and so additional study, including field investigation, is <br /> needed to ensure it is properly incorporated and analyzed in the EIR. With the additional <br /> work, FCS requested an amendment to the existing contract in the amount of $22,479, <br /> for a new contract amount of $274,849.
