PAGE 5 <br /> INTRODUCTION <br /> OVERVIEW <br /> The City of Pleasanton ("City") is located in Alameda County, and covers an area of 24.3 <br /> square miles, with over 24,600 assessor parcels, and approximately 83,000 residents. The <br /> City currently has five Landscape and Lighting Maintenance Districts("Districts")that provide <br /> services to a combined total of 680 parcels: <br /> • 1984-1 Ponderosa (Del Prado)—344 parcels <br /> • 1993-1 Windsor—90 parcels <br /> • 1993-2 Bonde Ranch— 103 parcels <br /> • 1994-1 Oak Tree Farm—42 parcels <br /> • 1995-1 Moller Ranch— 101 parcels <br /> The five District's benefit assessments were established prior to the approval of Proposition <br /> 218 in 1996. The purpose of these Districts is to provide funding for the installation, <br /> maintenance and servicing of local landscaping and lighting improvements("Improvements") <br /> within each District's service area. <br /> LIGHTING&LANDSCAPE MAINTENANCE DISTRICT No. 1995-1, MOLLER RANCH <br /> ASSESSMENT BACKGROUND <br /> The Moller Ranch Lighting and Landscape Maintenance District No. 1995-1 ("District 1995- <br /> 1" or"Maintenance District") was formed in 1995 as a Condition of Approval for the Moller <br /> Ranch development, to fund certain landscape improvements within the Moller Ranch <br /> subdivision. <br /> The development included a planned unit development with 99 residential dwelling parcels: <br /> 62 townhomes, 23 single family production lots, and 14 single family custom lots on <br /> approximately 35 acres of a 198 acre site located generally to the west/northwest of the <br /> Foothill Road/Muirwood Drive intersection. As part of a subsequent ordinance, the approval <br /> of the townhomes was modified to approve single family homes. The subdivision also <br /> contains a City owned parcel that has a water tank, and a small parking lot parcel owned by <br /> the Moller Ranch Owner's Association and managed by the City.The total number of parcels <br /> served by District 1995-1 at present time is 101 parcels. <br /> The Moller Ranch Lighting and Landscape Maintenance District No. 1995-1 purpose is to <br /> fund the maintenance of the existing Moller Ranch subdivision designated landscaped <br /> areas, open space slopes, fuel transition zones (fire breaks), entry features, open space <br /> drainage ditches, irrigation systems, trees in the open space and designated landscaped <br /> areas, groundcover and irrigation systems. <br /> District 1995-1 is funded by the benefit assessment approved in 1995 ("Assessment"), and <br /> it does not receive any direct revenues from property taxes or any other funding sources. <br /> Cmi(of PLEASANTON <br /> LIGHTING&LANDSCAPE MAINTENANCE DISTRICT NO.1995-1,MOLLER RANCH SCIConsultingGroup <br /> ENGINEER'S REPORT,FISCAL YEAR 2019-20 <br />
