the eventual capital replacement cost of irrigation systems, masonry walls, and any <br /> additional emergency repair services or other required improvements. <br /> With the assessment of one City-owned parcel, and the cost of maintenance for the <br /> "genera benefit' area along the Alamo Canal ($9,703) that was in the LLMD when it was <br /> originally formed but later determined to be a general benefit requiring City <br /> maintenance, the City will be responsible for $9,720 of the maintenance within the <br /> district area. <br /> Landscape and Lighting Maintenance District 1993-1, Windsor <br /> The Windsor Homes subdivision (District 1993-1) has been in place for 26 years. <br /> Maintenance in this District includes masonry walls, trees, shrubbery, groundcover, and <br /> irrigation systems situated on the northeast side of Tapestry Way and Minton Court, Lot <br /> A in the northwest corner of the subdivision, and also Lot C in the southwest corner of <br /> the subdivision. <br /> The assessments for the coming year for Windsor will be the same as last year, <br /> $269.62 each privately owned parcel. With a total of 90 parcels in the District, this year's <br /> total assessment will be $24,266. This amount is not enough to fund the maintenance of <br /> the district areas to the same level of maintenance as past years. The county <br /> assessment fee will continue to be paid, as will the city administration fee. Due to the <br /> ever-increasing cost of water and maintenance services, and because of the aging plant <br /> material and improvements, the cash reserve for the district has been depleted. City <br /> staff continues to work closely with the maintenance contractor in order to reduce water <br /> use and to increase the efficiency of landscape maintenance operations. However, at <br /> this time there is no alternative but to reduce the amount spent on the maintenance <br /> contract, specifically the labor hours spent on maintenance, in order to maintain a <br /> balanced operational budget. There is no funding available to cover capital repair and/or <br /> replacement costs, nor is there sufficient funding to cover emergency repair costs. <br /> City staff have met with the Windsor at Laguna Oaks Homeowners Association to <br /> discuss increased assessments to meet the maintenance requirements but have not <br /> had success in gaining support for an increased assessment. Even so, an increase in <br /> the annual assessment will be necessary in order to continue the maintenance <br /> standards of the District, and replenish the reserve needed to fund eventual capital <br /> repair and replacement costs. <br /> Landscape and Lighting Maintenance District 1993-2, Bonde Ranch <br /> The Bonde Ranch subdivision (District 1993-2) has been in place for 26 years. <br /> Maintenance in this District includes entry features, open space areas, firebreaks, trees, <br /> shrubbery, groundcover and irrigation systems. <br /> The assessments for the coming year for District 1993-2 (Bonde Ranch) will be the <br /> same as last year, $257.22 each privately owned parcel. With a total of 103 parcels in <br /> the District (including the City-owned Bonde Ranch water tank parcel), this year's total <br /> assessment will be $26,489. This amount is adequate to fund the maintenance of <br /> District, including water costs, county assessment fees, and city administration fees. <br /> However, this amount is not enough to fund capital repair or replacement costs. <br /> Page 5 of 8 <br />
