California Government Code §949 allows the council to <br /> delegate authority to its attorney and employees to settle such pending actions. The <br /> proposed resolution (Attachment 2) would authorize the City Attorney to settle the <br /> amounts payable for fines related to administrative citations, as well as collections <br /> actions for damage to city property and certain emergency response for up to $15,000, <br /> or from $15,001 to $50,000 in consultation with the City Manager, when reasonably <br /> determined to be in the interests of justice and administrative efficiency. <br /> Resolution authorizing City Engineer to accept certain public improvements and <br /> determine when to require public improvement agreements. When small development <br /> projects do not require a subdivision of property (for example, a new single family <br /> home) or are not considered by the City Council (for example, a parcel map or minor <br /> subdivision), these projects may still involve construction of public improvements (for <br /> example, sidewalk or utility mains on property frontage). The proposed resolution <br /> (Attachment 3) would authorize the City Engineer to accept as complete certain public <br /> improvements, as well as determine when small projects need a public improvement <br /> agreement. <br /> Resolution amending the Master Fee Schedule. The Master Fee Schedule is proposed <br /> to be amended by resolution (Attachment 4) to address the following items: <br /> • Formalize passport execution fee of $35.00. The amount of this fee is set by the <br /> federal government. <br /> • With the adoption of the Happy Valley Specific Plan in 1998 and the construction <br /> of the Callippe Preserve Golf Course and related public water and sanitary sewer <br /> infrastructure in 2004, as development has occurred and homes connect to <br /> utilities within the specific plan area, housing units have paid a Water Main Pro- <br /> Rata Share fee of $16,793.55 for each existing home and $47,683.90 for a new <br /> home, and a Sanitary Sewer Main Pro-Rata Share fee of $15,758.40 for an <br /> existing home and $28,525.25 for a new home; fees subject to annual 4.5% <br /> interest.
