The Downtown Hospitality Guidelines are related and will help with the <br />implementation of the new Downtown Specific Plan. <br />• These are complicated issues and facts need to be addressed as this is an emotional <br />topic and some people will be unhappy with whatever decision is made. <br />• Some residents were initially excluded and are too late in the process to influence the <br />discussions and decisions. <br />Discussion Regarding Development of a Coordinated Business Support Program <br />Pamela Ott noted there are five Economic Development related items included on the final <br />2019-2020 City Council Work Plan: <br />• Complete Drive Economic Development Zone <br />• Expand Pleasanton Life Sciences Industry Sector <br />• Develop Coordinated Business Support Program <br />• Develop a Fiber Master Plan <br />• Update Business Improvement District Structure <br />Focusing on the development of a coordinate business support program, Pamela Ott reported <br />she has pulled together multiple conversations regarding interest in local preference policies <br />and practices, small business support, and a shop local campaign in one Coordinated <br />Business Support Program framework with five categories/pillars: <br />• Business Support <br />• Business Assistance <br />• Business Promotion <br />• Business Engagement <br />• Resident Awareness. <br />Ms. Ott pointed out that some activities are already in place while there are at least three that <br />need to be developed with input from the EVC and partner organizations: local purchasing <br />practices, Doing Business with the City, and a support local campaign(s). It was suggested <br />that potential further actions for improvement to existing activities also be considered. <br />Local Purchasing Practices <br />Ms. Ott offered several actions toward developing local purchasing practices: <br />• If the procurement submissions are competitively matched in relation to qualifications, <br />quality, experience and cost, the City will consider locality when selecting providers of <br />goods and services. <br />• City departments will post, and keep updated, all Requests for Proposals, Requests for <br />Qualifications and Project Bids on the City's website on the City Bids and RFPs page. <br />• Business License list will be used by City departments when sending out any <br />solicitations for providers, including competitive bids, Requests for Proposals and <br />Requests for Qualifications <br />• Finance Department will track City funds spent with Pleasanton -based companies. <br />Doing Business with the City <br />Ms. Ott offered actions toward developing a Doing Business with the City program: <br />• The Economic Development Department will prepare and maintain a Doing Business <br />with the City of Pleasanton guide to educate and assist firms with doing business with <br />the City of Pleasanton, including contract/agreement processes, insurance <br />requirements, and other useful information. <br />
