of Community Development Beaudin added the goal is to set time parameters and to apply the <br /> City's noise ordinance. <br /> Councilmember Brown added two events would be amplified and noted the Rabbi was not talking <br /> about amplified music and DJs, but rather weddings and religious events. <br /> Mayor Thorne felt it must be based on the noise level at the property line. <br /> Councilmember Pentin suggested applying the City ordinance and revisiting the matter with the <br /> Director of Community Development to determine if there is a problem, after a set time period. <br /> Discussion followed regarding the types of amplification, challenges with limitations and allowing <br /> amplified music for two events. <br /> MOTION: It was m/s by Brown/Narum to allow amplified music for two of the fifteen outdoor <br /> events between the hours of 10:00 a.m. and 8:00 p.m. with the volume limited to the requirements <br /> of the existing code and allowing review by the Director of Community Development after one <br /> year to determine problem issues. <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Mayor Thorne agreed with installing a sound wall/fencing around the playground. <br /> Councilmember Narum noted that the applicant agreed to install a sound wall on the north side of <br /> the playground; Councilmember Brown added they agreed on an eight-foot wall. <br /> Director of Community Development Beaudin reported the notion of a sound wall is different from <br /> a double-sided fence and asked whether Council intends it to be a true sound wall or an eight-foot <br /> tall, double-sided wood fence. <br /> Councilmember Brown stated an engineered sound wall would be preferred only for the north <br /> side. <br /> MOTION: It was m/s by Narum/Brown to modify Condition No. 12 to require an eight-foot, wood, <br /> engineered sound wall on the north side of the perimeter of the playground with the other three <br /> sides subject to design review. <br /> Ayes: Councilmembers Brown. Narum, Pentin, Testa. Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MOTION: It was m/s by Narum/Brown that outside play time be limited to 24 students at a time <br /> during preschool hours for total of 2 1/2 hours per day. <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Discussion followed regarding the buffer area and the height limit for existing accessory structures <br /> and auditing the number of events and complaints. It was noted the Miller's requested two-months <br /> advance notice of large events.
