Discussion followed regarding the types of amplification, challenges with limitations and allowing amplified music for two events. MOTION: It was m/s by Brown/Narum to allow amplified music for two of the fifteen outdoor events between the hours of 10:00 a.m. and 8:00 p.m. with the volume limited to the requirements of the existing code and allowing review by the Director of Community Development after one year to determine problem issues. Director of Community Development Beaudin reported the notion of a sound wall is different from a double-sided fence and asked whether Council intends it to be a true sound wall or an eight-foot tall, double-sided wood fence. Councilmember Brown stated an engineered sound wall would be preferred only for the north side. MOTION: It was m/s by Narum/Brown to modify Condition No. 12 to require an eight-foot, wood, engineered sound wall on the north side of the perimeter of the playground with the other three sides subject to design review.
