advertised the survey on their social media sites. The youth survey closed on August 1, 2018, and resulted in 44 responses. The survey results and the TMP were then presented to the Youth Commission on October 10, 2018. The youth survey results, and comments received from the Bicycle Pedestrian and Trails Committee, the Parks and Recreation Commission, the Youth Commission, and City Council regarding the first draft TMP, as well as some additional comments from staff, were incorporated into the final draft TMP in January 2019. Other than the additional effort to include input from the youth, the most significant changes to the final draft TMP are related to comments and questions regarding prioritization and implementation of trails projects. City staff and TrailPeople added language that emphasized the connections to schools and provided additional information in the "Trail System Implementation" section of the TMP. This information included trail project costs and a trail project evaluation with a ranking system based on public input, regional connectivity of the trail, connections to key destinations such as schools, and other factors highlighted in the plan. The implementation section also included a more detailed explanation of the scoring/ranking system and a clear graphic showing how projects were ranked based on the TMP outreach process. DISCUSSION The final draft Trails Master Plan was presented to the Bicycle Pedestrian and Trails Committee (BPTC) on January 28, 2019, to the Parks and Recreation Commission (PRC) on February 14, 2019, and to the Planning Commission (PC) on February 27, 2019. The public also had the opportunity to comment on the final draft TMP at each of the meetings. The following is a summary of requests and recommendations from the BPTC, PRC, and PC, as well as from the public. BPTC Meeting Comments City Staff Action 1. Add language to the Trails Master Plan clarifying that the edit incorporated future trails shown on private property are conceptual and will require further analysis and an agreement with the property owner. 2. Various trail maps throughout the TMP show the trails on edit incorporated the Spotorno property incorrectly. Update the maps so trails are consistent with the detailed map on page A-7. 3. Consider prioritizing the north Arroyo Mocho trail, between edit incorporated Stoneridge and Martin Avenue. The improvements would include opening the gates at the end of Martin Avenue and at Stoneridge Drive and paving the trail between these two points. Page 3 of 6
