THE CITY OF 1 5 <br /> ' - "' „ =='' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> Continued to May 7, 2019 <br /> Apr i I 12O1 " <br /> Engineering <br /> TITLE: REVIEW AND ADOPT THE TRAILS MASTER PLAN, CIP NO. 16734 <br /> SUMMARY <br /> The Trails Master Plan (TMP) update is a City Council priority. The TMP will serve to <br /> supplement the Bicycle and Pedestrian Master Plan (BPMP) adopted by City Council in <br /> June 2017. The TMP focuses on the City's off-street trail system while the BPMP <br /> focused on the on-street trails and paths. Staff recommends the City Council review and <br /> adopt the Trails Master Plan. If City Council adopts the TMP, Council may also want to <br /> consider directing staff to incorporate the Mountain Bike Trail at Augustin Bernal Park <br /> (Project J) into the City Council work plan and identify capital funds (approximately <br /> $130,000) in the upcoming fiscal year 2019/20 through 2022/23 Capital Improvement <br /> Program for design, environmental clearance and construction. <br /> RECOMMENDATION <br /> 1. Staff recommends adoption of the Trails Master Plan. <br /> 2. If City Council adopts the Trails Master Plan, Council may also want to consider <br /> directing staff to incorporate the Mountain Bike Trail at Augustin Bernal Park <br /> (Project J) into the City Council work plan and to identify capital funds <br /> (approximately $130,000) in the upcoming fiscal year 2019/20 through 2022/23 <br /> Capital Improvement Program for design, environmental clearance and <br /> construction. <br /> FINANCIAL STATEMENT <br /> Preparation of the Trails Master Plan was funded through the Trails Master Plan Capital <br /> Improvement Project, CIP No. 16734, and the CIP Reserve Fund. There is no fiscal <br /> impact associated with adopting the TMP at this time. However, the TMP is intended to <br /> assist with planning and prioritizing future projects in the City's two-year work plan, as <br /> well as the City's Operating and Capital budgets. <br /> Potential CIP future funding sources could include the General Fund, Development <br /> Impact Fees, Measure BB, and other funding sources such as grants. The TMP is also <br /> intended as a tool to be used to require developer-paid trail improvements if there is a <br /> direct nexus to proposed private development projects. <br />
